The risk of ORN though highest during 4 to 12 months after RT, has been found to persist for the remainder of the patient's life. Therefore atraumatic extractions are advocated. 
Discussion- The question specifically ask about the time after which extraction/surgery can be performed after radiotherapy without any risk of osteoradionecrosis. And according to present concepts the risk of osteoradionecrosis persist for whole of the life span, There is no specified period after which the extraction can be considered as safe. It is never recommended to extract after a specified period of time, rather RCT should be done if possible.
